Confirmed chartered 10/28/1788. Confirmed inactive 11/30/1796. 1788 Proceedings: Resolved, That a dispensation be granted to Brothers Robert Stewart, Hugh Stewart, Henry Evans and John Leakin, in the town of Baltimore, in the State of Maryland, to hold a Lodge of Free Masons under the name of the Baltimore Union Lodge, No. 21, to continue in force till the 28th day of October next ensuing. Ordered, That the Grand Secretary do write a letter to David Stodder, of the State of Maryland, enquiring into the state of Masonry in that State, and upon what ground he stiles himself D. G. M., requiring a true state of the matter of difference subsisting between the Brethren of Lodge No. 15, in said State. Letter refers to No. 15 interfering with Lodge No. 21 and that, "Upon enquiry, we find but three Lodges in the State of Maryland, one and an half of whom have erected a Grand Lodge, and the other one and half have seceded; so that the matter stands in equilibrio." Note: The Grand Lodge of Maryland, A.F. & A.M. (Ancient Free & Accepted Masons) was officially established on April 17, 1787, in Easton, Maryland. There is no record in the Proceedings that a charter was issued on 10/28/1788. This may have just been an oversight, and we accept this date as the confirmed charter date. 1796 Proceedings: Respecting the delinquent Lodges—whereas sundry resolutions have been successively adopted by the Grand Lodge, expressive of their determination to suspend the Charter of those Lodges which, in despite of all remonstrances, still refuse to commune with the Grand Lodge of Virginia, agreeably to their constitution and the regulations of the said Grand Lodge; and the Grand Lodge finding themselves at a loss for regular information with respect to all the Lodges under the jurisdiction of the Grand Lodge coming within this description, but on such as have come within their knowledge, they beg leave to offer the following resolution: Resolved as the opinion of this committee, That such Lodges as do not regularly work, viz: Nos. 5, 8, 9, 12, 16, 21, 28 and 31, be by the Grand Lodge suspended from the authority of working until it is manifested by a regular representative with their arrearages, at which time the Grand Lodge pledge themselves to treat them with that lenity they may deserve, which will be in reinstating them in all their privileges.
