1799 Proceedings: A petition having been presented, signed by John Hickman, William Reynolds and Moses Payne, residents in or near the town of Front Royal, in the county of Frederick, praying for a charter to hold a Lodge in the said town, and the said petition being accompanied by a certificate from the Winchester Lodge, No. 12, under the jurisdiction of the Grand Lodge of Pennsylvania, and also a recommendation signed by several members of the Grand Lodge,
Resolved, That a charter do issue, to establish a Lodge in the town aforesaid, by the name of the Chester Lodge, No. 61, appointing John Hickman, Master; William Reynolds, Senior Warden; and Moses Payne, Junior Warden.
1808 Proceedings: The application of Lodge No. 81 (Salem), for the loan of the jewels and furniture of Lodge No. 61 (Chester), now dormant, was taken up; on which,
Resolved, That Brother Isaac Henry, Master of Lodge No. 81, be and he is hereby required to make diligent enquiry after, and possess himself of all the jewels, furniture, books, &c., of Lodge No. 61, now dormant, and make a schedule thereof, and that Lodge No. 81 have the loan of the jewels and furniture, upon forwarding to the Grand Secretary a receipt therefor, signed by the
Master and Wardens. And that Brother Henry forward the books and papers to the Grand Secretary. Editor: There is no previous mention of Chester No. 61 being dormant.
