Confirmed chartered 4/28/1790. New charter issued 11/1/1792. Confirmed inactive 12/14/1803. 1790 Proceedings: The Most Worshipful, the Grand Master, this 12th day of February, 5790, was pleased to issue a dispensation to Brother William Moseley, as Master; Brother John Annesley, as Senior Warden; and Brother John Macon, as Junior Warden, of a new Lodge to be constituted and holden in the town of Scottsville, in the county of Powhatan, Virginia, by the title and designation of the Powhatan Amicable Lodge, No. 28, authorizing them to enter apprentices, pass Fellow Crafts, and raise to the Sublime Degree of Master, limiting the said dispensation to the 28th of April next, and no longer. April 1790 Proceedings: Ordered, That a charter be granted to the Worshipful William Moseley, as Master; John Annesley, as Senior Warden; and John Macon, as Junior Warden of a new Lodge to be holden in the town of Scottsville (Powhatan county), under the title of the Powhatan Lodge, No. 28, authorizing the said brethren to enter apprentices, pass Fellow-Crafts, and raise to the sublime degree of Master. A Charter was accordingly issued, bearing date this 28th of April, and Lodge No. 28 was enrolled on the registry of this Grand Lodge. Confirmed Chartered as "Powhatan Amicable No. 28" on 04/28/1790 in Scottsville, later moving to Cumberland. 1792 Proceedings: Brother Molloy, representative of said Lodge, informed the committee that he is now convinced the Powhatan Lodge acted irregularly in moving their Charter to Cumberland courthouse, without the sanction of the Grand Lodge; but that the measure was adopted without any intention of contravening the Masonic constitution, and prays that the said Lodge may be permitted to give up their present Charter, and that a new Charter may be granted without any fee to the Grand Lodge, authorizing them to hold a regular Lodge at Cumberland courthouse, to be designated the Cumberland Lodge, No. 28, and that the same officers appointed by the present Charter may be continued. Resolved, That the present Charter of Lodge No. 28 shall be received by the Grand Lodge, and a new Charter granted agreeably to the terms expressed in Brother Molloy’s petition. New charter issued 11/01/1792. 1796 Proceedings: Respecting the delinquent Lodges—whereas sundry resolutions have been successively adopted by the Grand Lodge, expressive of their determination to suspend the Charter of those Lodges which, in despite of all remonstrances, still refuse to commune with the Grand Lodge of Virginia, agreeably to their constitution and the regulations of the said Grand Lodge; and the Grand Lodge finding themselves at a loss for regular information with respect to all the Lodges under the jurisdiction of the Grand Lodge coming within this description, but on such as have come within their knowledge, they beg leave to offer the following resolution: Resolved as the opinion of this committee, That such Lodges as do not regularly work, viz: Nos. 5, 8, 9, 12, 16, 21, 28 and 31, be by the Grand Lodge suspended from the authority of working until it is manifested by a regular representative with their arrearages, at which time the Grand Lodge pledge themselves to treat them with that lenity they may deserve, which will be in reinstating them in all their privileges. 1803 Proceedings: Whereas it has been represented, and is fully believed, that Lodge No. 28 is entirely dormant, and that there is very little probability of its ever resuming its labours; therefore, Resolved, That the Grand Secretary make diligent enquiry after and endeavor to possess himself of the charter, records, papers, jewels, furniture and everything else belonging to the said Lodge. 1804 Proceedings: The representatives of Lodge No. 70 (Cartersville), brought forward the charter and papers of the late Lodge No. 28 (Cumberland), with a schedule of the jewels and furniture of said Lodge, which jewels and furniture are in possession of Lodge No. 70, and are there detained, at the instance of a brother, formerly a member of the said late Lodge, No. 28, who claims them as his private property, and it being difficult to decide now, on the merits of the said claim; therefore, Resolved, That the said Lodge, No. 70, keep possession of the said jewels and furniture, on loan, until the next Grand Annual Communication, at which time the said Lodge No. 70, are hereby required to have the said jewels and furniture here present, with the best information they can procure, as to the nature of the said brother’s claim, and the Grand Lodge will then determine what shall be done with the said jewels, &c. 1805 Proceedings: The representatives of Lodge No. 70, agreeably to a resolution entered into at the last Grand Annual Communication, produced the jewels and furniture of the late Lodge No. 28, which were loaned to them. Resolved, That on proper application the jewels and furniture belonging to the late Lodge No. 28, and now in the possession of the Grand Lodge, shall be loaned to the Lodge No. 70, and retained by said Lodge, until they (the said jewels, &c.) shall be required by the Grand Lodge to be forthcoming.
