1798 Proceedings: That a charter do issue, for the establishment of a Lodge in the borough of Norfolk, by the name and designation of the Lodge of Naphtali, No. 56, appointing John K. Read, Master; Robert Braugh, Senior Warden; and James Ker, Junior Warden.
1803 Proceedings: The return of the charter of the Lodge of Naphtali, No. 56, and the sundry documents connected with that subject, having been maturely considered by the grand committee, the following report and resolution was submitted, and adopted by the Grand Lodge, viz:
It appears from the documents that the charter was directed to be returned by a majority of five, there being fifteen for and ten
against it, at a meeting of the Lodge summoned to attend for the consideration of that particular subject. That the reasons for the return of the said charter, appear to be the rejection of a candidate who was deemed worthy to be initiated into our mysteries, by a large majority of the brethren present, and an impression (perhaps too hastily made) that the Lodge could no longer harmonize, and that the good of the craft would be promoted by a separation.
While we consider the right of rejection as inherent in every member of the society (whose motives ought not to be questioned)
we readily admit that that right may sometimes be improperly exercised, especially when it produces the rejection of a worthy
candidate, and although the charter in this case, was directed to be returned by a majority of the members present, yet the reasons on which that decision was founded, do not appear sufficient to induce the Grand Lodge to receive it, more especially as a hope may yet be entertained that harmony may be restored, on a return of the charter to the Lodge of Naphtali in general; therefore,
Resolved unanimously, That the charter of the Lodge of Naphtali, No. 56, be returned to the Master and Wardens of that Lodge,
who were in office at the time of its return, with instructions that they congregate a Lodge, and proceed to the election of officers for the ensuing year, together with an injunction that all seeming animosity be left at the door of the Lodge, and that the brethren again meet in that harmony which has heretofore characterized its members.
